Allows IWD to not collect overpayments if employer does not participate in initial fact finding, but does NOT charge employers’ accounts. Allows IWD discretion to deny third-party administrators from representing Iowa companies for continuous pattern of non-participation. Also allows IWD to collect payment overdraft fee, subpoena fee and establishes a streamlined late report filing with one fine.
