Establishes a financial assistance fund for unsewered communities and a water quality infrastructure fund to provide financial assistance to comply with Safe Drinking Water Act. Both funds would be paid for through a tax on bottled water.Fees from bottled water and public drinking water will be used to fund both the unsewered communities and water quality infrastructure programs.
