Following the creation of an interim health care commission in 2007, this legislation invests $25 million over the next three years to allow us to insure every child in Iowa. Allows young people to remain on their parents' health coverage until they are 25; changes insurance rules regarding  pre-existing conditions and switching from group to individual coverage; creates a medical records task force to study expanded use of electronic records.  Also creates a council on physical fitness in the governor's office, requires all K-12 students take part in a half hour of daily physical activity. Requires planning for a small business qualified wellness program tax credit and creates community grant program for health and wellness initiatives.

The bill is effective Effective July 1, 2008
