The bill establishes overburdensome regulations on private landowners with rail spurs by creating a minimum clearance above a railroad track used for transporting freight is 22 feet; a minimum side clearance of 12 feet from the center line of the track for structures and obstructions above the top of the rail and a minimum distance of 13 feet six 8 inches between the center lines of parallel tracks, and the same required distance for yard and side tracks. Bill also creates violation of a defined "safe space" with civil penalties for each day of noncompliance levied by the Iowa Department of Transportation.
