Reforms laws related to Tax Increment Financing (TIF) and urban renewal projects. Requires annual electronic reporting by taxing entities of TIF projects to the state, the Governor and the General Assembly beginning December 1, 2012; Requires an public hearing on proposed changes to TIF districts and public infrastructure projects within TIF districts; and includes anti-piracy language requiring agreement between tax entities before a project can be moved between the districts or a report illustrating to citizens that move is in the best interest of the citizens.
